Log reporter which sends logs to the Windows event log.

val reporter : eventlog:Eventlog.t -> ?⁠category:int -> ?⁠event:int -> unit -> Logs.reporter: Construct a Logs reporter which sends logs to the Windows event log, optionally with the given category and event ids set.
